Job Summary:
The M&E Officer will be responsible for designing and overseeing all monitoring and evaluation (M&E) activities, including ensuring full compliance with donor requirements, lead the program team in defining outcome indicators, developing data collection tools and methodologies, and conduct program assessments and evaluation activities in Rwanda.
The post holder will ensure the M&E component is well integrated at the programâs planning stages and regularly monitor project activities to ensure the desired impact.
Duties and Responsibilities:
Undertake and facilitate the implementation of the M&E plan, regularly revising and updating performance questions, indicators, methods, and formats.
Coordinate and ensure the quality of baseline, mid-term, and end-term surveys for all projects.
Develop data quality assurance processes to ensure validity, timeliness, proper analysis and reporting of all data collected through Focus Africa Rwanda toll-free line.
Develop and keep track of a Focus Africa Uganda database to ensure proper documentation of the long-term results of Focus Africa Rwandaâs program interventions.
Ensure the programmeâs planning tools, including work plans and log frames, are accurate during proposal development.
Promote a results-based approach to M&E, emphasizing results and impacts.
Lead, prepare and support the programme team in producing consolidated quarterly and annual progress reports in accordance with approved deadlines and reporting formats.
Monitor development and implementation of program activities included in the annual work plan, focusing on results, impacts, documenting success stories and lesson learning.
Conduct regular monitoring & evaluations of Focus Africa Rwandaâs implementing partners, including Community Based Organizations CBOs), paralegals and service providersâ performance and delivery.
Identify best practices and develop case studies to capture and promote qualitative results of Focus Africa Rwanda programs.
Ensure timely submission of quality internal and external narrative reports.
Identify problems with the M&E system and modify the system as necessary.
Ensure that staff are receiving adequate support to be able to implement their M&E functions.
Create a knowledge management strategy and framework.
Organize and provide refresher training in M&E for staff.
Any other duties assigned by the supervisor from time to time.

Job Educational Qualification Needed
Bachelorâs degree in Social Sciences, Information Sciences, Project Management, Research, Statistics or related disciplines.
Must have a minimum of one year of experience in a monitoring and evaluation role, preferably in the NGO sector.
Demonstrable experience using various quantitative methodologies for data analysis, including analyses using statistical tools such as Ms. Excel, Google Sheets, SPSS, or STAT.
Experience in conducting program evaluations, including designing data collection tools/instruments, data visualization and presentation, and successfully drafting M&E technical reports.
Proven experience in performance measurement, including indicator selection, target setting, and developing M&E and/performance monitoring plans.
Excellent verbal and written communication skills in English and Swahili.
Ability to frequently travel across the country for data collection and monitoring exercises.

The Accountant is responsible for the assessment and compliance monitoring of grants systems, processes, partnerships; Analysis of budgets and expenditures of program areas. Â This role will work with the Country Finance and Grants Manager, the Business Development staff, Project Managers, Finance Departments and implementing partners. The position will be also responsible for capacity building of partners on grants management and improving ways of working and will support start-up and closeout meetings/workshops. In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.
ACCOUNTABILITIES AND MAIN WORK ACTIVITIES
Award and grants portfolio management (30%)Support project specific budgeting in liaison with the grants coordinator and National Office(NO) contact person
Conduct regular grants monitoring for the project and ensure individual grants performance are being tracked effectively, and that risks and issues are being recognised and action taken.

Monitor and analyse activities regularly and work with Project Manager to resolve any issues identified in specific project
Co-ordinate with Project Manager and Grants coordinator in order to ensure budgets are correctly allocated and phased-in.
Track and monitor grants expenditure
Prepare and deliver timely financial reports.
Conduct project field visits and spot checks
Assessment and compliance of systems, processes and partnerships 20%Work with project teams to ensure adherence to both donor and Plan processes and procedures
Support in grants mapping, central filing and updating grants information in the grants management system
Participate in due diligence for implementing partners and review MOUs.
Conduct capacity building for partners on donor requirements

Provide information during grants audits and compliance reviews at project level.

Qualifications/ experience essential:
Bachelorâs Degree in either business, social sciences or international development
At least CPA 2 or other equivalent professional qualification in accounting
Minimum 2 yearsâ experience in grants management or a similar role in an NGO
Experience in supporting program teams
Problem solving skills to identify and lead the resolution of issues
Strong communication (written and spoken), and interpersonal skills
Qualifications/ experience desirable:
Previous experience in an ERP or any recognised grants management system
